Unable to disable extension or enable extension in the session when GOOSE_ROUTER_TOOL_SELECTION_STRATEGY is vector

To Reproduce
set GOOSE_ROUTER_TOOL_SELECTION_STRATEGY: vector in config yaml file

Scenario 1: Unable to Disable extension

1. Go to settings on Desktop
2. Toggle off an extension
3. The toggle button is disabled but nothing happened, and the extension is not disabled.

Scenario 2: Unable to enable an extension in the chat

1. Type "can you add extension for me" in the chat (Desktop
2. It will list the extensions
3. In the chat say "add pdf view extension"
4. Goose will say: I'll enable the PDF Reader extension for you right away! but hanging there

Please provide following information:

• OS & Arch: MacOS
• Interface: Desktop
• Version: V1.1.4

Yes, I fixed this in this PR #3732. I found this bug when I was testing this PR before merging it to main, and I checked the latest released version 1.1.4 and had the same behaviour.
