Goose Stopping Tool Calling

Describe the bug

Goose will stop performing tool calls even when it seems to be in an active loop that has not completed, and despite it saying it will call further tools

To Reproduce

1. Ask goose to perform an action which involves many repeated actions
2. Let it run
3. Observe it stopping before the repeated actions required are done

Expected behavior
Goose completes tool calling loops

This seems to be a common issue, I am also using openrouter but with Qwen3. I wonder if this is an openrouter issue?
And yes, I do have credits on openrouter.
Sometimes I just close the entire application, re-open and type "continue" .

I've seen it occur with the Databricks provider, so I don't believe it's isolated to openrouter or any one provider.

I've noticed claude-4 fails the "least" amount of times. However, yes this also happens with me as well.

I've tested with all Anthropic models (again these seem to fail the least), GPT-5, GPT-4o, Deepseek-r1 -- all of them have this same issue.

We shipped some fixes a while ago. Closing because we haven't seen this error pop up.
