Bug Report: Background Scheduled Jobs Run in Chat Mode, Blocking Tool Execution

Describe the bug

• When running scheduled job in background, it runs in chat mode and block tool execution
• When running schedule job in foreground with temporal mode, the recipe is running but not updating the progress in the chat conversation panel. Also the prompt is showing in the chat input box although the recipe has been running already
