Context limit popover showing 0 when goose is working on it

Describe the bug

Token count popover shows 0 while goose is working on it now. It shows the valid token count after it finishes but it should show the correct token count the entire time while the agent is responding and using tokens.

To Reproduce
Steps to reproduce the behavior:

1. Start a chat
2. Note token count shows 0 until the agent is done with its response

Expected behavior
it should show the correct token count the entire time.

@jamadeo put up a fix to not show 0.0 but I think we need the backend streaming to support sending the token count if we want to update it in realtime while the agent is responding. In its current state the count doesn't update until the agent is finished responding.
