Feature request: Discover .goosehints in subdirs when working with files in those subdirs

Please explain the motivation behind the feature request.
When working with files in subdirectories, it's helpful to discover hints files located in those subdirectories. This allows hints to be scoped locally to the context in which the user is operating, enabling more relevant, task-specific guidance. This idea is coming from @alexhancock while reviewing a PR

When working with the files in subdirectory, the hints file (eg .goosehints) under this directory will be loaded on demand as context
