v1.16 Recipe parameters in activities not being replaced

Describe the bug
In v1.16 pre-release branch recipe parameters in activities are not being replaced

To Reproduce
Steps to reproduce the behavior:

1. Create a recipe with a named parameter {{param}}
2. Add {{param} to an activity
3. Run recipe fill in the parameter form and notice the {{param}} is still showing in the activity..

Expected behavior
v1.15 shows expected behavior param is replaced in the activity.
