v1.22.1 update fails for goose-aarch64-apple-darwin.tar.bz2

Describe the bug

macOS cli, currently running v1.22.0.
issuing the command: goose update responds with:

$ goose update

Expected behavior
issue the command goose update and successfully update to the current version (v1.22.1)

$ goose update

Same for doing a fresh install on linux with curl -fsSL https://github.com/block/goose/releases/download/stable/download_cli.sh | bash.

The /downloads/stable/ routes don't contain the download files anymore. Might be related to I made a PR to fix the install script, but a separate fix is probably needed for the CLI command.

@craigz If you run export GOOSE_VERSION=1.22.1 first, goose update might work. That fixes the install script, but I'm not sure if the CLI command uses that env var when updating.

the latest release: tag/v1.22.2 resolves this issue.
the necessary goose-aarch64-apple-darwin.tar.bz2
file is available and the command succeeds.
