goose Permissions: halts processing without displaying Confirmation dialog

Describe the bug
When using Manual or Smart mode, goose will stop at step requiring confirmation without displaying the Confirmation Dialog. Dialog is not displayed until the process is stopped.

To Reproduce

1. Start task that will require a tool intervention
2. Wait until goose pauses with "working on it" while waiting for confirmation
3. Goose will continue to wait, LLM server will eventually time out
4. Click "Halt" icon
5. Chat window then displays the Confirmation Dialog

Expected behavior

1. Goose displays Confirmation dialog when pausing.
