docs: create new gateway strategy

• Creates a docs page for the process of making new gateway strategies
• Adds Contracts docgen back for Gateway files

TODO:

• Reduce docgen scope to Gateway only
• Finish hyperlinks in gateway page
• Add cross-linking to Gateway and Gateway SDK pages
• Reorganize pages within Builder guide section

Nomenclature Questions for the PR:

• “Gateway” or “BOB Gateway”?
• “BOB SDK” or “Gateway SDK”?
• Where should "Contracts" go? It's nested deeply, but I prefer to keep everything in one sidebar rather than reintroduce it to the navbar
• Is it time to make an SDK section below Builder Guides with link in Navbar?
