New File and New Folder context in the sidebar

I am having this same issue with the 1.3.0 release, but now I can create a folder or a file in the root directory if I close all open files. There is no way to create a folder or file in the project root directory while editing a file from another directory besides of the root.

+1 - If a folder or file is selected, even if I right-click the empty space below the project tree to create something new under the root, the new folder or file is created in the sub-directory of the selected item instead.
