Because of the way that Private Windows with Tor are implemented, the menu items (and shortcuts) for making new PWT from within a PWT need to be re-labeled, as discovered in #1387.

Well oops. I was trying to mimic the way incognito windows presented that but apparently screwed up. Will fix that.
