Follow-up to #38089

Steps to reproduce

1. Launch Brave
2. Open NTP
3. Tap in the search bar > Tap Mic to start a voice search
4. Say Leo > Confirm that Leo chat UI is opened
5. Close Leo > Do another voice search, but ask something like Leo, what time in NY right now
6. Confirm that Leo is opened and the answer is provided
7. Close Leo > Do another search in the same tab by saying Leo > Observe that Leo is answering a previous query about time in NY

Actual result

Leo answers on a previous query when using Leo via Voice search on the same tab where other questions were already asked.

Expected result

Leo must not give any answers to a previous query if using just the Leo word via Voice search on a new or the same tab.
