Fix incorrect CAPTCHA drag image on scaled Linux display (uplift to 1.37.x)

Closing the above as we're not planning on doing any other 1.37.x releases unless we get a last minute C100 chromium bump. However, as per the release process, that release will just include the bum. The above will be uplifted into 1.38.x via #13095.
