Test plan

Description

This notification would be shown under the following conditions:

We would prompt them to open the Preferences > Payments screen like so:

Alert Bar Text:
“Hello! Brave is offering you free tokens to get you started with Brave Payments!

Button Left: “Maybe later”
Action: resets alert bar counter to 24 hours

Button Right: “Claim my tokens...”
Action: Opens Brave Payments prefs panel.
