Automatically let the extension post notifications

Getting a notification request prompt from the extension is a bit of a papercut behavior. We should make sure that users who have enabled the extension automatically get notifications without needing a prompt.

Do you have steps to reproduce it? I never saw such notification request. If they are desktop notifications, we can add this permission to the manifest.
