Unhide and add alias to 10DLC application doc

Why are you making this change? (required)

Related to migration for unlisted docs. Content was only originally hidden to receive a shorter URL of "braze.com/docs/10dlc_application" (See BD-2305), however the same can be applied with an alias.

This PR:

• Unhides the 10dlc_application doc
• Relocates it to Message Building by Channel > SMS > 10DLC
• Updates the SMS 10DLC Guide (PDF) to the updated version from Highspot
