"Connection Error: The service at localhost:9867" on Windows that's fixed by reboot #1490

We've had reports of a couple instances of the symptom described at https://github.com/brimsec/brim/wiki/Troubleshooting#brim-shows-connection-error-the-service-at-localhost9867-could-not-be-reached from Windows users who said they ultimately were able to work around the problem by rebooting their system. The relevant threads from the public Slack:

We've unfortunately been unable to reproduce this ourselves or study a system "live" while it's happening, so the root cause remains a mystery. I'm opening this issue so we have a place to point users to who experience the same symptom in hopes we can gather up enough detail to narrow down when/why it happens and eventually address the root cause.
