This PR updates proto providers to fix PGV build with Bazel 1.0.
Bazel 1.0 flipped a flag to disable legacy proto providers, so a rule needs to require a provider from
ProtoInforather than from the provider"proto". See:incompatible_disable_legacy_proto_provider: Remove legacy
dep.proto.access to the proto provider bazelbuild/bazel#7152Bazel 1.0 updates python so that
