Add cron scheduler for periodic tasks

Description

Periodic task scheduler for background maintenance (memory cleanup, health checks, skill updates).

Tasks

• [scheduler] config section with named tasks and cron expressions
• SQLite job storage for persistence across restarts
• Built-in tasks: memory cleanup (old conversations), skill refresh, health check
• User-defined tasks via config
• Integration with daemon supervisor lifecycle
