feat: display filter metrics in TUI dashboard#454

Expose filter confidence distribution, command hit rate, and token savings in the TUI Resources panel. Add 5 fields to MetricsSnapshot, forward FilterStats confidence from shell executor, and render 3-line filter summary in resources widget. Closes #448
