…not defined under 'results' then buildtest will create a unique id. If specs is provided then it will honor the command i.e spack test results -- <spec> update example buildspec example

This PR will address #1434 where we remove the
suiteproperty and auto-generate suite name. @wspear this change should help address some of the test failures even though we usespecsunderresultswith this change we can just omit this if we want.Both
optionsandspecsare optional property.
