show all records with --count when set to negative value #1468

refactor method for printing buildspecs by introducing new method _print_terse_format that will print buildspecs in terse format
With --count=0 we will print no records, however table headings will be displayed unless --no-header is specified.
Fix issue with assignment to terse and count where value of 0 was not accepted due to 'or' statement. Since we preferred command line value over
value in configuration file if we set `--count=0` the value was not read from command line instead it was read by configuration file since '0' is treated
as a False. Fix the logic in 'buildtest report' to mimic same behavior
