This PR depends on: #147, but could be split out.
In the process of integrating the previous PR's functionality into our build system, I realized that there's also a bug with package resolution in our Workspace's setup. This PR adds a flag to the bundle command,
--select-workspace-rootto cause it to use theroot_package()method on Metadata.
