Manage accounts for domain administrators

Domain administrator must be able to manage accounts and resource limits for them.

Create new menu section "Accounts" available only for domain admins.
It should contain:

• Accounts
• Users (Manage Users for domain administrators #625)

Acceptance criteria :

1. Accounts should be presented in cards
2. There should be a filtering by domain, role, role type and state
3. Each account should have a status bullet and details on the card
4. Each account should have a list of action buttons
5. Each account should have a detailed sidebar (General tab and Users tab)
6. General tab should contain the following sections:

• Details
• Settings
• Limits
• Statistics
