* Put misc_testsuite behind a feature gate

This PR puts building and generating of misc_testsuite behind
a feature gate "misc_testsuite". This is mainly to allow projects
which pull `wasi-common` as a dependency not to have to have
`wasm32-wasi` target installed in order to build it as it currently
is.

* Update the CI

* Rename feature to wasm_tests

* Explain integration testing in the README

Before, the download-wasmtime.py script would remove build/, and
add empty.go files for every architecture it has unpacked library
artifacts for. Since includebuild.go mentions more than that,
notably macos-aarch64 (which there are no unpacked library
files), we ended up in a state where the go module couldn't be
built.

Now, the script will remove all regular files in build/, and re-
populate the directory from the downloaded tarballs. In its final
step, it drops empty.go files in all directories, even those it
that did not get recreated.

Fixes bytecodealliance#112.

This is `find build` after running the script locally:

Initial TCP socket host implementation. This is not yet usable, as it
doesn't yet populate the network resource with any networks, but it's
a start with the major TCP socket functions implemented.
