Matching Engine: More Proactive in deleting sticky tasklist

Each tasklist creates a metadata record in Cassandra. After rolling out sticky tasklist feature we now create a new tasklist each time a machine restarts. Currently we never delete these tasklist metadata record from database.
We need to be more proactive in deleting these metadata records for sticky tasklist, otherwise they can accumulate overtime and become operational issues.
