Support local installed .NET tool runner #198
Description
Not only, since the "Sunsetting of .NET Framework and .NET Core runners in Cake 2.0", having the Cake runner installed as the local tool is the recommended way (for non-Frosting Cake script). Cake for Rider currently does support setting a custom runner on a per-project basis. However, this setting can currently not be used to set the runner to a local .NET tool.
