Issue:
Add text at the beginning of notebooks explain that this report is for
urban full reporters. Added text to explain the number of agencies/operators in the report. Added a pie chart that aggregatesby_agency_longby individual agency and calculates % of total UPT.Noticed that some agencies have zero UPT in their report. These agencies show up in the legend of the pie chart, but dont actually appear in the chart itself. May need to discus if these zero UPT agencies appear in the pie chart. Currently, zero UPT agencies do not appear in the other bar/line charts. will mention this in the issue notes.
