Use 1 day of vehicle positions in v1, spatially join to segments, calculate speeds
LA Metro and AC Transit are excluded (ITP ID 182, 4) from segment speeds
TODO: add time-of-day, minimally reproducible example for dask.delayed and persist and unpacking results for export
