Road segments

• Ingest Census TIGER files, test just 1 road to make sure it's looking ok
• Fix dask_utils to correctly set up directory of partitioned parquets and removing it
• Add arrowizing of segments, and add this into A2 when route segments are cut as a separate geometry_arrowized column. Will make for easier plotting in notebook
• Sample notebook to plot avg speeds with arrowized segments: plot-speeds.ipynb
• Research Request - Initial road segments (Census/Caltrans LRS) #605
