Issue Summary

When the cancelation is disable for the guest in the event definition, the hos is also unable to cancel the event from the reservation dashboard

Steps to Reproduce

1. create an event with disable cancelation
2. create an event occurence
3. go to your dashboard (as a host) and try to cancel the event

Any other relevant information. For example, why do you consider this a bug and what did you expect to happen instead?

Here is the description of the option (in french sorry ^^) : "Les invités ne peuvent plus annuler l'événement via l'invitation au calendrier ou l'e-mail"
From this, I thought that only the guest could not cancel but that I will be able to cancel the event

This is a big issue for me. Also reported in other issues created a few months back but searching now I could only find this one and #22785

This is a problem for me as well. I don't want clients to have the option to cancel/reschedule unless they speak to us. If we do decide to cancel the appt and not move forward, there's no way for us to cancel the appt for them and it takes up a slot unnecessarily.
