Ignore userIds form filter segment if no permission

If the user doesn't have permission to view the bookings of a specific userId selected in the filter segment then we should ignore this userId instead of showing an error

How to reproduce:

• As an admin, create a filter segment that filters for other user's bookings
• Choose filter segment
• Now change the role of this user to MEMBER
• Go to /bookings and you should see this error
  • Instead we should ignore the selected user ids
