What does this PR do?

Walkthrough

A new boolean variable, shouldShowAccountsStep, has been added to determine whether the accounts onboarding step should be displayed, based on the presence of teams and whether the app is installable on teams. The onboarding step logic is modified to skip the accounts step and proceed directly to the event types step if shouldShowAccountsStep is false. The steps map and step numbering remain conditional on installableOnTeams, but the main control flow now uses the new variable to bypass the accounts step when appropriate. No changes were made to exported or public entity declarations.
