Remove cut off sentence in dual region docs

Description

Resolves #5187 by removing the cut-off sentence. The section on regional failures was moved to a separate part of this guide: https://docs.camunda.io/docs/next/self-managed/concepts/multi-region/dual-region/#region-loss

When should this change go live?
