docs: fix WSL tutorial

Install and start are no longer separate operations,
so update accordingly.

Fixes GH-5746

Test Steps

Merge type

  • Squash merge using "Proposed Commit Message"
  • Rebase and merge unique commits. Requires commit messages per-commit each referencing the pull request number (#<PR_NUM>)

Thanks for the re-order of steps and text changes/alternative for store download.

Validated windows desktop experience from the browser for app download as well as Powershell commmandline for download of Ubuntu-24.04
