Refresh patches with sorting and snapshot 25.1

Merge type

  • Squash merge using "Proposed Commit Message"
  • Rebase and merge unique commits. Requires commit messages per-commit each referencing the pull request number (#<PR_NUM>)

Obtain metadata information from the new metadata path for better
performance. Fall back to old directory tree format on failure.

Also:

- Separate the Alibaba Cloud data source from ec2 and make it independent
- Use network card names to sort routing priorities
- Add vendor data support
- Streamline logic, made possible by separating the datasources

Based on discussion in: canonicalGH-5838
To enable/disable password authentication is only possible in the OVF code path.
If OVF is unavailable, we fall back to IMDS and we want to have the same logic.
Bump the version in cloudinit/version.py to 25.1 and
update ChangeLog.
