For Fedora 40 and earlier, lxd-imagebuilder was pulling them from URLs like this:

https://kojipkgs.fedoraproject.org/packages/Fedora-Container-Base/40/20240222.n.0/images/Fedora-Container-Base-40-20240222.n.0.x86_64.tar.xz

However, Fedora 41 is not available on https://kojipkgs.fedoraproject.org/packages/Fedora-Container-Base/ and https://download.fedoraproject.org/pub/fedora/linux/releases/41/Container/x86_64/images/ only provides OCI images.
