Add security event logging documentation

Issue

For the SSDLC requirements, there should be documentation related to security events being logged.

Solution

Document the already implemented auditing mechanism (pgAudit).

Some anchors were also fixed in the docs.

@a-velasco, it looks like it was due to the recent AWS outage. The test just passed.
