Disable logical replication

Issue

The logical replication feature cannot be released to stable yet due to #1085.

Solution

Comment the logical replication relations (to make them unavailable) and also comment the code related to them in the charm, to avoid some undesired code being executed.

Also, the logical replication integration test was disabled.
