This PR converts the .md issue templates into .yml issue form templates. You can see what they look like in this test repo: https://github.com/ashuntu/testrepo/issues/new/choose (choose Bug Report or Feature request).
Since the new
bug_report.ymlandfeature_request.ymlis very structured, I also added an issue template for "Generic Issue" in case an issue isn't a bug or a feature.Open to suggestions/additions, too!
