chore(project): update git-related dependencies #5096

Update the following dependencies that we use for our project:

  • commitlint
  • husky
  • lint-staged
  • lerna

Changelog

Changed

  • Update package.json with dependencies listed above
  • Update @commitlint/parse in bundler
