Fixes issues identified in #439 based on last 2 months or so of common problems with submitted CIP PR's: mainly to save manual triage & editing work and repeated requests from editors to authors.
There is some deliberate redundancy here in Path to Active instructions, mainly because this is the most often omitted section of submitted CIPs. Because authors have been overlooking it in the Status: Proposed section, its requirement for all but
Inactiveproposals is repeated in a few different contexts to catch readers wherever they land.(updated CIP-0001 in this PR branch)
