Update kernel to v5.5-rc1 with presumed bug commit reverted

The bisection finished with microsoft/WSL2-Linux-Kernel@64d6a12094f35d644540c15440874723b1887f9d
being the first commit where the issue was observed. According to its
commit message this makes total sense, as beside others it says
"Rework clockevents initialization to better support hibernation".

This commit updates the kernel submodule in this repository to a fork
where I pushed a branch based on microsoft/WSL2-Linux-Kernel@v5.5-rc1
and reverted the above mentioned commit.
