Fixed issue where :meth:`pathlib.Path.glob` returned incomplete results when
it encountered a :exc:`PermissionError`. This method now suppresses all
:exc:`OSError` exceptions, except those raised from calling
:meth:`~pathlib.Path.is_dir` on the top-level path.
