Right now it is tied to only a single logger ("amy"), but I hope to
make it expandable to other loggers too.
As a proof-of-concept this works great, because it accepts many handlers.
Now handles all loggers. Minor changes to how handlers are discovered (with `isinstance` now).

This fixes #2355 by introducing a new test runner that silences loggers outputting to a stream (presumably
stderr).A new CLI argument
--log-outputis added to display logging at the end of test suite run.
