clarify links to issues tab vs. list of open issues

This pull request seeks to clarify the How to Contribute section by moving the link to https://carpentries.org/help-wanted-issues/
to point 3, and replacing it in point 2 with a new link to the repo's Issues tab. This is following up on this discussion.
