Some fixes and feature additions.

Add option to allow you to restrict the ability to carjack a vehicle to locked owner, and their group. Added misc element damage block option(punching, vehicle damage and food explosions.). Add option to allow vehicles to be explosion proof, without the need to enable the complete invulnerability on them.

Fixed a bug with having the restricted item check feature disabled.
