The windows failure will be solved with python 3.13.1 release, see python/cpython#125235
Since it's only the plotting that is affected for us here, I'll ignore it and still ship the build, as users might want to use the rest of the library.

@ManonMarchand about the TCL failure on windows: you should also be able to avoid it entirely by using a non-graphic matplotlib backend (like agg) in CI, which is recommended any way.
