Problem

• Project Migration Breaks on Status Automations & Department tables missing..? #849
• An artist not assigned to a task can make actions on it.
• We have no trace that an admin or a manager edits a comment (other than theirs)

Solution

• Fix zou sync-full not importing status automation.
• Better permissions for task actions (allow only assigned users).
• Add comment.updated_by to keep a trace of who has made the edition.
