Problem: autogen.sh emits a bunch of warnings when run on Ubuntu 22.04 LTS with autoconf 2.71. Update a few things to address the warnings. Fixes chaos#75
Problem: if flex or bison are not installed, configure lets the build continue and fail. Ensure that if those programs are missing, configure fails. Fixes chaos#40

Problem: newer autotools warns of obsolete macros and doesn't abort if required bison/flex are not found.
Fix those two things.
